A HUD home, more accurately called a HUD-code manufactured home, is built to federal manufactured-home standards set by the U.S. Department of Housing and Urban Development. It is built on a permanent chassis, transported to the property, and identified by a red HUD certification label on each section of the home.
In comparison, a modular home is also factory-built, but it is built to the same state and local building codes used for traditional site-built homes. Instead of being built on a permanent chassis, the sections are transported to the property and placed on a permanent foundation.

Yes, Belknap County often allows luxury mobile homes, but the rules are usually handled by the town or city where the property is located, not by one countywide zoning department.
For municipal examples, Laconia has specific manufactured-home rules in its zoning ordinance. Starting off with existing manufactured housing, these units may be replaced, including replacing a single-section unit with a double-wide, as long as setbacks requirements are met. Laconia also allows a temporary manufactured housing unit after a fire or disaster, but the temporary occupancy generally expires after 12 months or when a certificate of occupancy is issued. In flood hazard areas, manufactured homes must be elevated on a permanent foundation so the lowest floor is at or above base flood elevation and must be anchored properly.
Meredith is another helpful Lakes Region example. Its manufactured housing rules include location restrictions stating that manufactured housing should not be closer than 100 feet to a flowing body of water and not within 50 feet of a drainage way, park service area, clubhouse, active recreation area, or similar activity area.

Some local standards in this part of New Hampshire use numbers like a 10-acre minimum park parcel, minimum manufactured-housing spaces, 10,000-square-foot spaces, and 75 feet of frontage.

Does Coos County, NH Allow Luxury Mobile Homes?
Most likely. Coos County is definitely open to luxury mobile homes, and it is the one New Hampshire county where county-level regulation matters more than usual. Most of New Hampshire is regulated by towns and cities, but Coos County has zoning authority over 23 unincorporated places. If the property is in Berlin, Lancaster, Colebrook, Gorham, or another incorporated town or city, local rules will usually apply. If it is in an unincorporated place, Coos County zoning may apply directly.
Coos County’s zoning ordinance for unincorporated places uses the New Hampshire manufactured-housing definition and defines a manufactured home park as any lot used to accommodate two or more individual manufactured homes, including accessory buildings or appurtenances. That means a single luxury mobile home on private land and a multi-home park or development may be reviewed differently.
When it comes to town examples, Lancaster’s manufactured housing materials point back to the state definition and require manufactured housing to be connected to required utilities such as water, sewer or septic, heating, and electrical systems.

Manufactured home subdivisions are only permitted in the General District and must be on a tract of at least 10 acres. Each manufactured home in a subdivision must be a single-family manufactured home, only one home may be placed on each residential lot, each home must be affixed to a permanent foundation, and the subdivision requires a perimeter buffer of at least 50 feet.
For manufactured home parks, Hudson requires at least 10 acres, each home space must be at least 15,000 square feet with 100 feet of contiguous frontage along a private road, and two off-street parking spaces are required for each space.
Hudson also requires a permit before a manufactured home is moved into town or placed on a lot. Temporary use may be allowed during construction or rebuilding, but it is time-limited.

Does Merrimack County, NH Allow Luxury Mobile Homes?
It does. Merrimack County can allow luxury mobile homes, but the rules are mainly local.
For interested homeowners in Franklin, here are guidelines that may be helpful. Franklin requires Planning Board approval before a manufactured housing subdivision or manufactured housing park is constructed. The mobile home park standards require a minimum site of 10 acres, a 75-foot buffer along public roads, a 50-foot buffer along rear and side property lines, at least 10,000 square feet for each manufactured housing lot. Franklin also requires at least 7% of the gross park area to be reserved as common area, and no single common area may be less than 15,000 square feet.
Henniker is another helpful example in Merrimack County. Its manufactured housing park standards require each unit lot to be at least 10,000 square feet unless more land is needed for septic. Manufactured homes must be at least 25 feet from the right-of-way within the park and at least 20 feet from side and rear boundaries. Each unit must face or abut a right-of-way at least 30 feet wide with a paved roadway at least 24 feet wide, and each lot needs off-street parking for two cars.

Each manufactured home space must be have a driveway at least 30 feet wide with unobstructed access to a public street. Hampton also requires driveways and walkways in the park to have a permanent dust-free surface and requires at least 20 manufactured home spaces to be available for occupancy before a certificate of occupancy is issued.
Because Rockingham County includes coastal and high-demand suburban areas, we recommend that buyers should ask more than just whether manufactured homes are allowed. You should also check zoning districts, floodplain status, septic or sewer availability, etc. The safest next step is to call the local planning or zoning department with the tax map and lot number.
Does Strafford County, NH Allow Luxury Mobile Homes?
Yes, Strafford County can allow luxury mobile homes, but Dover, Rochester, Somersworth, Barrington, Milton, Farmington, Lee, Durham, and the other municipalities set the actual zoning and permit details.
Rochester is one of the clearest examples in Strafford County. Its mobile home park standards require each mobile home lot to contain at least 10,000 square feet and at least 75 feet of frontage on a park road. No home may occupy more than 35% of a mobile home lot. Park roads must have a minimum right-of-way width of 40 feet and a minimum paved width of 22 feet. Rochester also requires two off-street parking spaces for each mobile home lot, and each parking space must be at least 9 feet wide by 18 feet long.
Dover is another useful example. Its manufactured home park rules require a minimum contiguous park area of 10 acres, external park setbacks of 100 feet from a public street boundary and 50 feet from other external park boundaries.
