Are Luxury Mobile Homes Allowed in Rhode Island?
Yes! Luxury mobile homes, also known as manufactured homes, are popular in Rhode Island. They are regulated at the local level, since there is no statewide law outlining their rules. This means interested homeowners will need to work closely with local departments, particularly zoning and building.
It is important to note that manufactured homes are more common in or restricted to, mobile home parks and communities. Owning a manufactured home on private land is possible in some places, but prohibited in others.
What is A Luxury Mobile Home in Rhode Island?
Rhode Island defines luxury mobile homes as a high-end factory-built home designed with upgraded materials and modern layouts. These homes are built to HUD standards, making them federally certified and recognized. In Rhode Island, true mobile homes are typically limited to licensed mobile home parks, but higher-end manufactured or park model-style homes may be placed on private land if they meet local zoning and building requirements.
Does Zook Cabins Offer Single-Wide and Double-Wide Luxury Mobile Homes?
We sure do! Zook Cabins is happy to offer you various styles and sizes for your specific needs. Our popular Sonoma model is available in multiple options, from single-wide to double-wide. We also provide you with the Haven and the Willow, both luxurious double wide manufactured homes.
What is the Difference Between a HUD Home & a Modular Home?
The different terms can be confusing, but that is exactly what we are here to help clarify. A HUD home, often referred to as a manufactured home, is built according to federal HUD construction standards. These homes are built on a permanent chassis, transported to the property, and may be placed in an approved mobile home community or on private land where local zoning allows.
A modular home is different. While it is also built in a factory, it must meet the same state and local building codes as a site-built home in Rhode Island. Modular homes are placed on a permanent foundation and are typically treated like traditional real estate. Once installed, they are not designed to be moved like a manufactured home.
Can Mobile Homes Be Moved in Rhode Island?
Yes, one of the characteristics of a luxury mobile home is its mobility. However, this is a detailed process, and it starts by securing the proper permits and arranging professional transport. When that has been established and zoning approval for the new location is secured, you should be good to go!
A good starting place is to connect with your local transportation department, since they usually handle these types of situations.
How Close Can a Mobile Home Be to Property Lines?
It depends on your living situation. If you are in a mobile home park, you will have to follow the park’s requirements for spacing and setbacks which really vary by park. For homes on private land, the general rule is anywhere from 15 to 30 feet from property lines. Side and rear setbacks are usually from 5-10 feet. Our suggestion is to call your local zoning office directly and see what the regulations for your property are.
What Size Luxury Mobile Homes Does Zook Cabins Have to Offer?
Zook Cabins offers luxury mobile homes in a variety of sizes to fit different needs, lifestyles, and properties. Our Sonoma HUD models start at approximately 665 square feet for those who want something efficient and cozy, while larger layouts can reach up to 1,500 square feet for homeowners who prefer more open living space.
Do You Need A Permit For A Luxury Mobile Home in Rhode Island?
You definitely will. HUD-certified homes require building and utility permits just like typical single-family dwellings. Your local building department determines the exact permit process, we recommend working closely with them throughout the process.

Are Mobile Homes a Good Investment?
Yes. The old stereotype was that mobile homes depreciated immediately. However, with increased craftsmanship and updated legislation, this isn’t necessarily the case anymore. Private land ownership will definitely hold value and a well-maintened luxury mobile home can hold up well when it comes to investment options.

Do Luxury Mobile Homes Have a Good Resale Value?
Yes, depending on several things. A higher-quality model, such as an Amish-crafted luxury mobile home from Zook Cabins, may have stronger resale potential because of its craftsmanship and overall build quality.
In Rhode Island, resale value is also heavily affected by land ownership. A mobile home placed on privately owned land will typically have better long-term value than one located on rented land or in a mobile home community.
Counties in Rhode Island that Allow Luxury Mobile Homes
| Bristol County | No website |
| Kent County | Kent County |
| Newport County | Newport County |
| Providence County | Zoning |
| Washington County | Washington County |
Does Bristol County, RI Allow Luxury Mobile Homes?
Possibly, but not by county-wide approval. Bristol County includes towns like Bristol, Warren, and Barrington, and each town has its own zoning rules. A luxury manufactured home may be possible if the town treats it as a permitted single-family dwelling or allows it in a manufactured-home park setting.
In the Town of Bristol, the zoning ordinance uses a permitted/special/not-permitted use table and allows a zoning officer to review unlisted proposed uses for similarity to listed uses. That means a homeowner should not assume a manufactured home is automatically allowed just because single-family dwellings are allowed. The right move is to ask Bristol’s zoning officer for a written determination before buying land or ordering the home.
Warren is a good example of why homeowners need to be careful. The zoning ordinance allows limited storage of certain trailers, campers, and recreational vehicles, but it specifically separates that from mobile homes and does not allow stored recreational units to be used for human habitation.
For more clarification, call your local zoning department and see what they have to say about regulations for your property.
Does Kent County, RI Allow Luxury Mobile Homes?
Yes, in some places and situations, but it is very location-specific. Kent County includes municipalities such as Coventry, West Warwick, Warwick, East Greenwich, and West Greenwich. Coventry is one of the clearer examples because it has explicit mobile-home zoning language.
Coventry defines a mobile home as a transportable single-family dwelling suitable for year-round occupancy, and it says removing the wheels or axles does not change its status. Coventry also has standards for mobile home lots and districts, including minimum lot sizes, and utility requirements. For example, its mobile home standards include individual mobile home lots of at least 6,000 square feet, at least 50 feet of width, 30 feet of separation between homes, and a maximum density of two homes per acre in a Residential Mobile Home District.
West Warwick shows a different pattern. According to the zoning code, the city allows temporary mobile or manufactured homes when a residential building becomes uninhabitable because of fire, flood, or similar casualty, generally for up to 12 months while repairs or rebuilding happen. But it also restricts using trailers or mobile homes for living, sleeping, or housekeeping when they are just being stored. To find out if they are allowed permanently, we recommend reaching out to the local planning and zoning departments.
Does Newport County, RI Allow Luxury Mobile Homes?
Sometimes. The answer depends heavily on the municipality. Most cities within Newport County allow manufactured homes only in parks or certain zoning district.
Middletown is a strong example of a restrictive approach. The zoning materials state that mobile home subdivisions are allowed only where mobile home parks are permitted, and mobile homes are not generally allowed as dwellings on individual lots except within a mobile home park. That means a homeowner looking at a private lot in Middletown should not assume a luxury manufactured home can simply be placed there.
However, in Tiverton, there appears to be a more specific path. The zoning ordinance has specific manufactured-home elderly communities in certain districts, such as R-30, R-60, and HC, subject to local requirements. That does not mean every manufactured home is allowed everywhere in Tiverton, but it does show that some municipalities create manufactured-home categories.
To take the next best step, call your local zoning department and ask them what the possibilities are for a manufactured home on private land ownership.
Does Providence County, RI Allow Luxury Mobile Homes?
Yes, in some municipalities. Providence County is the largest and most varied Rhode Island county, so the answer changes from city to city. Cranston, Pawtucket, Providence, Woonsocket, North Providence, Smithfield, Lincoln, Cumberland, and other municipalities can each treat manufactured homes differently.
Cranston is one of the more favorable cities because its zoning materials indicate that manufactured homes complying with Rhode Island law may be allowed as a type of single-family home on qualifying lots. But even there, the lot still has to meet dimensional and intensity rules such as setbacks, lot coverage, and other zoning requirements.
A good example of a manufactured-home park route is Pawtucket. According to the zoning ordinance, the city requires a zoning certificate and special-use review for manufactured home parks, and it includes detailed standards such as minimum space size and separation. That means Pawtucket may allow manufactured homes in a mobile home park context, but a homeowner should not read that as permission to place one on any residential lot.
As an interested homeowner, you are probably interested in something more permanent. In that case, Zook Cabins suggests working with your zoning department to see how a luxury mobile home could be possible.
Does Washington County, RI Allow Luxury Mobile Homes?
Yes, but it is generally limited. Washington County includes Narragansett, Westerly, South Kingstown, North Kingstown, Charlestown, Richmond, Hopkinton, Exeter, and New Shoreham. These all regulate luxury mobile homes slightly differently, but here are several examples that give a good picture of the county’s stance on manufactured homes.
Narragansett is one of the clearest restrictive examples. Its ordinance says mobile homes and trailers may not be used as dwellings except in existing authorized trailer or mobile home parks, or for limited temporary emergency use after a dwelling becomes uninhabitable. It also says no new mobile home parks may be created and existing parks may not be expanded. Temporary emergency use is limited, including a 120-day period tied to repair or rebuilding.
Another example is Westerly, which allows mobile homes only through specific regulated channels. Its ordinance states that individual mobile homes or trailers are not allowed except in a licensed mobile home park or licensed storage area. It also has detailed park requirements that add additional restrictions for homeowners.
If you are wanting to pursue the private land option, we suggest going directly to your local zoning department to see what they have to say.
Can Luxury Mobile Homes be Used for ECHO Housing?
Yes, most options from Zook Cabins can be used as ECHO housing, which is a program designed for a temporary home situation that provides assistance for elderly parents or relatives. In Rhode Island, ECHO housing is essentially an ADU which, as we’ll discuss in a bit, could be filled by a luxury mobile home. Talk to your local planning department today to see how Zook Cabins could make it happen for you!
What Kind of a Foundation Does A Luxury Mobile Home Need?
It depends on what you are looking for. There are multiple options for luxury mobile home foundations, with a poured pier foundation being the most popular. This helpful article goes more into depth about the requirements for manufactured home foundations.
Can Luxury Mobile Homes Be Used As ADUs?
Yes, with some potential modifications. An accessory dwelling unit is created as a permanent dwelling with its own living, sleeping, eating, and sanitation rooms. Luxury mobile homes would definitely fit the bill for this. The catch is that ADUs require a permanent foundation while a luxury mobile home is built on a steel chassis. However, this could be easily modified. To confirm about the permanent foundations and what the requirements are, call your local zoning office and explain what you would like to do.
Are There Landscape Ideas for Luxury Mobile Homes?
Absolutely! Working with the exterior is a fantastic way to send your new home to the next level. You can accomplish this with some seasonal landscaping, native plants, and accents like lighting and planters. Following our guidelines for landscaping your luxury mobile home is a good place to start when landscaping.
Can My County Deny a Certified Mobile HUD Home?
Yes and no. Sounds contradictory? Let us explain it more. Rhode Island counties won’t turn down your permit for a luxury mobile home because they are a HUD-certified home. However, they may turn it down because the property you are applying for isn’t zoned for residential purposes. To make this easier, find an experienced real estate agent to work with you and find the right space for your new home.
For help with next steps, your sales representative can guide you on what to review with your local zoning board. Our project managers can also work through code-related questions with you and help make the requirements clearer when speaking with local code enforcement.
Are HUD Homes Built To The Same Standards As Local Code?
No, HUD certified homes are designed and manufactured to federal regulations. These are created and regulated by the National Manufactured Housing Construction and Safety Code Standards Act of 1974. This means the homes are federally regulated and in many cases, exceed the local building requirements.
