Yes, Vermont laws make luxury mobile homes both allowed and accessible. According to state law, municipalities can not exclude mobile or manufactured homes and must treat them as a single-family dwelling. Local governments are also required to allow mobile home parks. This is great news for interested homeowners, but it’s important to note that local governments still govern the exact requirements like setbacks, permits, and more. What is A Luxury Mobile Home in Vermont?

In Vermont, a luxury mobile home is a type of manufactured home that is built off-site and designed to be used as a dwelling. Under Vermont law, that means it is the following:

  2. Designed to be used as a permanent dwelling, with or without a permanent foundation, once connected to utilities
  3. Transportable in one or more sections
  4. At least 8 feet wide, 40 feet long, or at least 320 square feet when fully installed

Great question, and a very important one in this conversation. A HUD-certified home is a structure built in accordance with the regulations laid out in the Manufactured Home Construction and Safety Standards which then authorizes a certification label, often called a HUD tag. HUD-certified homes are also built on a steel chassis and are technically mobile. 

In contrast, modular homes are built according to state and local building codes and are installed on a permanent foundation.

Does Bennington County, VT Allow Luxury Mobile Homes?

Yes, luxury mobile homes are generally allowed in Bennington County, especially when the home is placed on private land in a zoning district that allows single-family homes. In North Bennington, for example, the zoning language says a mobile home is considered a single-family dwelling and cannot be excluded from a zoning district except under the same terms as conventional housing.

 If the home is going into a mobile home park instead of onto individually owned land, the Town of Bennington has more specific park standards, including a maximum of 4 mobile homes per acre and a 20-foot landscaped buffer along property lines. Call your zoning office today and ask the staff there what they suggest for moving ahead with your property. 

Does Caledonia County, VT Allow Luxury Mobile Homes?

They are! Luxury mobile homes are allowed in Caledonia County, but the town’s zoning rules decide whether the home can be placed on a private parcel. In a typical private-land situation, the homeowner would need a zoning permit and would need to meet the same residential standards that apply to a conventional single-family home. Danville gives a useful example, saying that its zoning bylaw treats manufactured homes outside a park much like other single-unit dwellings, while manufactured home parks have separate standards. 

For parks, Danville requires each manufactured home space to be at least 7,200 square feet, at least 60 feet wide by 120 feet deep, and placed with required setbacks and landscaped buffers. This is just one example and interested homeowners should confirm the specific regulations with their local zoning offices. 

Does Chittenden County, VT Allow Luxury Mobile Homes?

Absolutely, but Chittenden County’s larger municipalities tend to have more detailed rules. On private land, the key question is whether the property is in a zoning district where a single-family dwelling is allowed and whether the home meets the same dimensional, utility, and permit requirements as a conventional house. Winooski is a good example of a private-land-friendly rule as any mobile homes used for residential purposes are considered single-family detached dwellings. Mobile home parks are allowed wherever single-family dwellings are allowed. 

Burlington also allows mobile home parks but regulates them closely, including a 20-foot minimum side and rear setback around the park, 60% maximum lot coverage, and 10 feet of separation between individual mobile homes. To take the next step, Zook Cabins suggests that homeowners go directly to the local government and see what they have to say. 

Does Essex County, VT Allow Luxury Mobile Homes?

Yes, luxury mobile homes are typically allowed in Essex County, but approval depends on the town and parcel. For private land, the mobile home typically needs to qualify as a dwelling and meet the same local requirements as other homes. For mobile home parks, towns may impose more specific layout standards. Brighton, for example, requires internal mobile home park roads to have a 50-foot right-of-way and individual lots in the park must be at least 60 feet wide and 120 feet deep. For the best confirmation, we recommend you contact your local zoning office and ask them what the rules would be for your specific lot. 

Does Franklin County, VT Allow Luxury Mobile Homes?

When it comes to luxury mobile homes in Franklin County, a homeowner can place one on private land if the parcel allows residential use and the home meets the town’s zoning and permit requirements. Mobile home parks are handled differently and usually need site plan or conditional use approval. Swanton provides a specific example stating that a mobile home park may be approved in designated zoning districts subject to site plan and conditional use review, must comply with Vermont mobile home park law, must have at least 10 acres, and each mobile home site must be at least 5,400 square feet and at least 45 feet wide. 

If either one of these options interest you, the next step is to call or reach out to your local planning and zoning offices so they can confirm the specific requirements. 

Does Grand Isle County, VT Allow Luxury Mobile Homes?

They are. However, issues like lakefront, shoreline, and  septic requirements can be especially important because of this county’s geography. On private land, the homeowner would need to confirm that the specific parcel allows residential use and that the home meets local zoning and wastewater requirements. For mobile home parks, Grand Isle says mobile homes are permitted in approved mobile home parks subject to local requirements and state law, and new parks or changes to existing parks require Development Review Board approval. 

North Hero gives another example and requires that mobile home parks must have a contiguous use area of at least 5 acres, and park density cannot exceed an overall average of one mobile home per acre. If you don’t live in either one of these townships, call your local zoning office and see what the ordinances outline for your parcel. 

Does Lamoille County, VT Allow Luxury Mobile Homes?

They sure are.  This includes both on private land and also in mobile home parks. Morristown is a helpful example because it recognizes mobile dwelling units and manufactured homes. Its rules require mobile dwelling units to have wheels disengaged and the unit placed on blocks or by anchoring to a permanent foundation. The home must also have durable skirting installed to protect utility connections during winter.

Does Orange County, VT Allow Luxury Mobile Homes?

Yes, most municipalities in Orange County allow luxury mobile homes, but private-land placement depends on the town. If the parcel allows a one-family dwelling and the mobile home meets those same requirements, it may be allowed as a residence on privately owned land. 

In Newbury, mobile homes are allowed either in a mobile home park that meets state requirements or where the mobile home meets all qualifications for a one-family dwelling. If you are more interested in pursuing a mobile home park, we recommend you contact your local planning/zoning offices to see what they have to say. 

Does Orleans County, VT Allow Luxury Mobile Homes?

Yes, luxury mobile homes are often permitted in Orleans County, and some towns are fairly direct about equal treatment. In Derby, zoning cannot exclude mobile homes or other prefabricated housing except on the same terms as conventional housing. That supports the option of owning a mobile home on private land, provided the home meets the district’s normal residential requirements. Barton also allows mobile home parks as a permitted use in all zoning districts, but new parks or changes to parks require Planned Unit Development approval by the Development Review Board. 

Does Rutland County, VT Allow Luxury Mobile Homes?

Definitely.  On private land, the home generally needs to meet the local rules for a residential dwelling in that zoning district. Some towns also list mobile homes as a permitted residential use; Wallingford, for example, lists “mobile home” among permitted uses in its multiple residential districts. This means there are specific districts where luxury mobile homes are allowed, and some where they probably are not allowed. 

Mobile home parks have more detailed rules. Rutland City requires mobile home park lots to abut a roadway of at least 30 feet wide if off-road parking is provided, or 40 feet wide if it is not, and requires mobile homes to be located on a substantial foundation. Wallingford requires at least 8,000 square feet of lot area per mobile home in a park, including 5,000 square feet for the home site and 3,000 square feet in common open space. 

If you don’t reside in either of these towns, we recommend working with the local departments in your area to find out exact zoning regulations for your parcel. 

Does Washington County, VT Allow Luxury Mobile Homes?

Yes, luxury mobile homes are generally allowed in Washington County. An example from Montpelier is that mobile home units cannot be treated differently from conventional housing, which is exactly the kind of rule that supports placing a luxury home on private land that allows other residential dwellings. 

The same applies for private land in Barre City, and for parks, Barre City requires manufactured home parks to be designed and approved as cluster housing planned unit developments, with each home on a delineated site and at least 20 feet from any other home in the park.

Does Windham County, VT Allow Luxury Mobile Homes?

Definitely. Brattleboro says manufactured homes are allowed under the same terms and conditions as conventional homes, which means a homeowner should be able to place a luxury mobile home on private land as long as the property allows a residence and the home meets local standards. Marlboro also follows Vermont’s anti-exclusion rule and notes that a municipality may establish specific site standards for individual sites, meaning local rules can still govern setbacks and utilities even when the town cannot simply ban the home. 

If this still doesn’t provide enough clarity for your lot, we recommend reaching out directly to your local planning and zoning offices. They should be able to point you in the right direction. 

Does Windsor County, VT Allow Luxury Mobile Homes?

Yes, luxury mobile homes are generally allowed in Windsor County, including on private land in many towns. Windsor gives a very direct private-land rule and says mobile homes are allowed on lots as single-family dwelling units in all districts if they are secured to a permanent foundation. Woodstock Village similarly treats an individual mobile home as a one- or two-family dwelling for zoning purposes. Hartford has more specific standards for parks, including no mobile home or mobile home park within 100 feet of a stream, pond, or lake, and at least 8,000 square feet of lot area per mobile home in a park.

Can Luxury Mobile Homes be Used for ECHO Housing? 

Possibly. ECHO housing refers to an Elder Cottage Housing Opportunity, which is a small separate dwelling placed near a host home so an older adult or disabled person can live close to family or caregivers. Under federal HOME program rules, HOME-assisted ECHO units are specifically tied to elderly or disabled, low-income occupants, but not every privately owned “granny pod” or elder cottage is part of that federal program. 

Since they are designed to be temporary, luxury mobile homes could be perfect since they are technically mobile and could be removed or relocated once the need for housing is complete. 

What Kind of a Foundation Does A Luxury Mobile Home Need? 

A luxury mobile home in Vermont needs a proper manufactured-home foundation or support system with anchoring, installed according to HUD installation standards. Can Luxury Mobile Homes Be Used As ADUs? 

Yes, luxury mobile homes can potentially be used as ADUs in Vermont, but only if they meet the state and local requirements for an accessory dwelling unit. Can My County Deny a Certified Mobile HUD Home?

Not because it is a HUD home, but the township could deny it because the land is not zoned for residential purposes. If this was the case, the land would most likely not be feasible for any dwelling, not just a luxury mobile home. Vermont laws state that townships are not able to restrict manufactured homes and must zone them like a single-dwelling home. 

Are HUD Homes Built To The Same Standards As Local Code?

No, there is a critical difference. A HUD-code manufactured home is built to the federal Manufactured Home Construction and Safety Standards, commonly called the HUD Code. HUD says manufactured homes built in the U.S. after June 15, 1976 must be certified by the manufacturer as meeting HUD’s manufactured-home standards. 

Local building codes apply to site-built homes and modular homes, but HUD-code manufactured homes are regulated under a separate federal system.
