Are Luxury Mobile Homes Allowed in Illinois?

Yes, luxury mobile homes are allowed in Illinois in the right locations, but local zoning is the deciding factor. Illinois does not have one statewide rule that forces every county or municipality to allow manufactured homes on every residential parcel. Some areas allow them in manufactured home communities, some allow them on private land with zoning approval and permits, and others restrict them to specific districts or require a special use permit.

However, at the state level, Illinois recognizes manufactured homes and regulates how they are installed. The Illinois Manufactured Home Installation Code says manufactured homes installed after December 31, 2001 need to be installed under the on-site supervision of a licensed manufactured home installer, unless the home is being installed on a permanent foundation.

What is A Luxury Mobile Home in Illinois?

A luxury mobile home in Illinois is a modern manufactured home with upgraded design, better finishes, and a more residential look than older mobile homes. The name doesn’t impact zoning codes or permits, since these are legally recognized manufactured homes. 

Illinois law describes a manufactured home as a factory-assembled structure designed for permanent residence and built with a permanent chassis so it can be transported to the place where it will be installed and connected to utilities for year-round occupancy. This does not include campers or RVs, those are an entirely separate category.

Manufactured homes and modular homes can look very similar, but Illinois does not treat them the same way. A manufactured home is regulated under the federal HUD Code and must have the HUD certification label. HUD says manufactured homes built after June 15, 1976 must be certified by the manufacturer as complying with HUD’s Manufactured Home Construction and Safety Standards.

A modular home, on the other hand, is regulated through Illinois’ factory-built housing rules and according to the Illinois Department of Public Health, modular dwellings must be placed on a permanent perimeter foundation extending below frost depth.

This is one of the biggest places homeowners get tripped up. A zoning office may allow modular homes in a residential district but restrict manufactured homes. Or it may allow manufactured homes only in certain areas, only with a special use permit, or only inside manufactured home communities. Before choosing a model, the buyer should confirm which category the home falls into and how that exact category is handled locally.

Yes, with the proper permits and transportation, manufactured homes are moveable. This is one of the perks of a luxury mobile home. However, it is a detailed process and starts by obtaining the proper permits for transport from your building department. After that, you will need to arrange professional transport and ensure the new location is prepped with the correct utility connections and foundation requirements. 

How Close Can a Mobile Home Be to Property Lines?

It depends where you live. Unfortunately, we can’t provide a single, clear answer to this question because Illinois doesn’t have a statewide setback rule. The rule of thumb is usually 20-50 feet from property lines and roads. Expect anywhere from 15-20 feet apart from other buildings and a 5-10 foot rear setback. To confirm what your county or municipality requires, peruse the local zoning codes or call the zoning department directly.

A manufactured home on owned land that is treated as real property is usually in a much stronger investment position than a home sitting on a rented lot

For an Illinois buyer, the investment question comes down to the whole setup. A luxury mobile home on land you own, with a strong foundation is the ideal investment. A home in a leased-lot community may still be a smart lifestyle purchase, but it is not the same investment as owning both the home and the land.

Do Luxury Mobile Homes Have a Good Resale Value?

For reference, FHFA now publishes national price data for manufactured homes based on real-property mortgages acquired by Fannie Mae and Freddie Mac, and Urban Institute’s review of that data found that manufactured home prices grew at nearly the same rate as site-built homes from 2000 to 2024. Their analysis found manufactured homes appreciated about 211.8% over that period, compared with 212.6% for site-built homes.This is good news in contrast to the traditional thought that mobile homes always depreciate. Today, with the changing housing market and quality of luxury mobile homes, this is not always the case.

Does Cook County, Illinois Allow Luxury Mobile Homes? 

Yes, Cook County allows manufactured homes mainly through the mobile home park route, not as a guaranteed standalone home on a residential lot. In the Cook County zoning ordinance, mobile home parks are special uses in residential districts R-6 and R-7, and the ordinance includes a specific section called Cook County Mobile Home Park Ordinance in Chapter 110, Article II. Cook County also says mobile homes are not treated as ordinary accessory buildings.

Homeowners should start by checking whether the parcel is in unincorporated Cook County or inside a municipality. For unincorporated land, use the Cook County Building and Zoning parcel/PIN lookup, then ask whether the zoning district allows a manufactured home on your specific lot. 

Does DuPage County, Illinois Allow Luxury Mobile Homes? 

Yes, but only in specific areas. DuPage County is strict and outlines in its zoning code that no mobile home may be used for living purposes except in an approved mobile home park. Mobile home parks are listed as conditional uses in the R-5, R-6, and R-7 General Residence districts. 

If the land is in unincorporated DuPage County, the next step is to contact DuPage County Building and Zoning and ask whether the parcel is in an R-5, R-6, or R-7 district where a mobile home park conditional use could even be considered. If the property is inside a city or village, you will need to check that municipality’s zoning code instead as municipal authority is key. 

Does Lake County, Illinois Allow Luxury Mobile Homes? 

It does! Lake County generally allows manufactured homes through approved mobile home parks. Its Unified Development Ordinance says mobile homes are permitted only in approved mobile home parks, except for limited agricultural or temporary shelter situations. For mobile home parks, Lake County requires a minimum park area of 9 acres plus each mobile home site to be at least 4,000 square feet and 40 feet wide. Setbacks must be 50 feet from park boundaries and 30 feet from public road rights-of-way.

Homeowners should contact Lake County Planning, Building and Development to confirm where the property is zoned and what the permit process will be. 

Does Will County, Illinois Allow Luxury Mobile Homes? 

Yes. Will County allows luxury mobile homes, but only in specific situations. Its zoning code says mobile homes are allowed only in approved mobile home parks, on residential leasehold parcels, in the C-6 district for caretaker/security purposes with a special use permit, or as a single mobile home on an A-1 agricultural lot of at least 10 acres.

For mobile home parks, Will County requires a special use permit with specific size and setback requirements. If you are interested in going further, we suggest you call the Will County Land Use Department with the parcel number and ask which district your lot qualifies under. 

Does Kane County, Illinois Allow Luxury Mobile Homes? 

Yes, but like most of the surrounding counties, Kane County handles manufactured/mobile homes mostly through trailer coach and mobile home park rules rather than a broad right to place a HUD home on any residential lot. That means the likely path is a park/special-use approval route, not simple by-right placement on a random parcel.

If you are an interested homeowner, you should contact Kane County Development and Community Services or the zoning office with the property address and inquire about which permit path is best. If the property is inside Aurora, Elgin, Geneva, St. Charles, or another municipality, the city’s zoning rules will control instead.

Does McHenry County, Illinois Allow Luxury Mobile Homes? 

It sure does. McHenry County allows mobile homes mainly through regulated mobile home parks and limited agricultural-worker housing situations. The county defines a mobile home as a transportable dwelling on a permanent chassis and defines a mobile home park as land used for two or more mobile homes. Mobile home parks are treated as a conditional-use type of use and must follow detailed design standards, including site plan review, individual mobile home sites of at least 3,500 square feet and roads at least 30 feet wide with 20 feet of hard pavement.

McHenry County also allows temporary agricultural employee mobile homes by agricultural trailer permit, but it specifically prohibits mobile homes, trailers, and RVs from being used as ADUS. The next step is to contact McHenry County Planning, Zoning and Land Use or the Zoning Enforcement Officer to ask about your specific property.

Does Winnebago County, Illinois Allow Luxury Mobile Homes? 

Yes, Winnebago County has one of the clearer zoning paths because it has an R-MH Manufactured Home Park Residential District. The county describes this district as intended to regulate everything related to manufactured home parks. In the R-MH district, a manufactured home park requires a minimum of 300,000 square feet, and individual home sites must generally be at least 6,600 square feet.

Winnebago County also lists standards such as 20 feet of separation between manufactured homes, 2% minimum open space, required yards, a 25-foot perimeter yard with no structures, and two parking spaces per home site. Our recommendation is to contact Winnebago County Planning and Zoning to confirm whether the parcel is in unincorporated Winnebago County, and what the first permit to apply for is. 

Does Madison County, Illinois Allow Luxury Mobile Homes? 

Madison County does allow luxury manufactured homes, but most placements need county approval first. The county code states that a special use permit is required to locate a new or used mobile home in any zoning district, except in the R-6 Mobile Home Park District, and also except in R-7 Planned Residential Districts or PD Planned Unit Development Districts where mobile homes are specifically listed as a permitted use. A building permit is also required before placing a mobile home in any district. For mobile home parks, Madison County requires park licensing, and newer mobile home court spaces must generally be at least 6,000 square feet.

The Madison County Planning and Development Department is a good place to start, especially if you are more interested in putting the unit on private land. 

Does St. Clair County, Illinois Allow Luxury Mobile Homes? 

It does, although St. Clair County has a clearer split between single-wide and double-wide homes. A single-wide manufactured home must have a main body at least 14 feet wide and generally be a 1976-or-newer HUD home. Additionally, single-wides are permitted in the SR-MH Single Family Residence-Manufactured Home District and the MHP Manufactured Home Park District, while other districts require a special use permit. A double-wide on a permanent foundation is treated more like a conventional single-family dwelling and may be allowed in districts where single-family homes are permitted, although subdivision restrictions can still block it.

To move ahead with the process, reach out to the St. Clair County Zoning Department or your local municipal department if you are within city limits. 

Does Champaign County, Illinois Allow Luxury Mobile Homes? 

Yes, Champaign County allows manufactured homes, but the details depend heavily on whether the home is inside or outside a manufactured home park. The county requires manufactured homes outside a park to have wheels and hitches removed and to meet federal HUD standards or applicable Illinois manufactured/mobile home rules. The county also says a manufactured home outside a manufactured home park cannot be occupied until the required tiedown installation report has been submitted.

For parks, Champaign County ties mobile home parks to the R-5 Mobile Home Park District and has specific park standards, including at least 5 acres and 40 manufactured home sites for a new park, individual sites of at least 3,200 square feet, required anchoring pads, setbacks from roads and park boundaries, recreation space, and two improved parking spaces per site. Homeowners should contact Champaign County Planning and Zoning to confirm whether the property is eligible for an individual manufactured home or only for a park-based placement.

Does Sangamon County, Illinois Allow Luxury Mobile Homes? 

Absolutely! Sangamon County has a specific RM-4 Manufactured Home District. That district is designed for manufactured homes used as dwelling units and for manufactured home park accommodations, especially in areas with public services such as sanitary sewer and fire protection. 

This means the best way to own a luxury manufactured home in Sangamon County is on land already zoned RM-4 or a property that can realistically be rezoned or approved for that use. If you are within Sangamon County’s unincorporated land, these regulations will apply. If you are within a municipality, then we suggest reaching out to your local zoning and planning departments as there may be additional restrictions and details. 

Does Peoria County, Illinois Allow Luxury Mobile Homes? 

Yes. Peoria County gives a more workable path for homeowners looking to place their mobile home on a private lot, but the home still has to meet several setup rules. The county code says mobile homes on individual parcels must be placed on a permanent enclosed foundation, meet state tie-down requirements, have the wheels removed, comply with the zoning district’s setbacks and height rules, have at least 600 square feet of floor area, and have water and sewage approved by the proper health authority.

Peoria County also allows mobile home parks by special use, with rules such as an 8-acre minimum park size, maximum density of 8 spaces per gross acre, 4,000 square feet per single-wide space, 5,000 square feet per double-wide space, paved streets, two parking spaces, and required public water and sewer. The next step is to contact Peoria County Planning and Zoning with the address and ask whether the parcel allows an individual manufactured home or whether the only realistic path is a mobile home park special use.

Does McLean County, Illinois Allow Luxury Mobile Homes? 

Yes it does. McLean County routes most traditional manufactured home placements through approved manufactured home parks, while also setting standards for residential-design manufactured homes. The county’s standards mention exterior siding comparable to standard residential construction and require residential-design manufactured homes to be set up according to the manufacturer’s instructions and supported by a continuous permanent masonry foundation or perimeter wall.

For manufactured home parks, McLean County requires at least 10 acres and individual spaces of at least 3,000 square feet and 40 feet wide. We recommend going next to your local zoning department and asking them about the details for your specific lot. 

Does Rock Island County, Illinois Allow Luxury Mobile Homes? 

Yes! Rock Island County has a specific R-7 Mobile Home and Manufactured Housing District. In that district, mobile home parks are listed as permitted principal uses, along with similar uses deemed consistent with the district. The county also identifies R-7 as its Mobile/Manufactured Housing District, so manufactured housing is not treated as a general right in every residential district.

For homeowners, the main question is whether the parcel is already zoned R-7 or whether a rezoning or special approval is possible. Does Grundy County, Illinois Allow Luxury Mobile Homes? 

Yes! Grundy County allows manufactured homes but the county code points to controlled placement rather than open placement on any lot. One specific path is agricultural if a farm owner wants to apply for a special agricultural exemption permit for seasonal farm help, but the farm must have at least 40 acres for each mobile home, and the code limits the number to two mobile homes per tract.

For mobile home parks, Grundy County standards connect park streets to county subdivision and street design rules. Because of this, it is important for homeowners to connect with the Grundy County Zoning Department and get clear guidance from there. 

Does Boone County, Illinois Allow Luxury Mobile Homes? 

Yes, but mostly in parks. Boone County directs most permanent manufactured home living into mobile home parks, with a narrow agricultural-worker exception. Published Boone County zoning text says mobile homes designed for permanent occupancy are permitted only in mobile home parks, except that one RV or mobile home may be used in an agricultural district for temporary or seasonal migrant farm labor.

The park standards are not casual. Boone County mobile home park design standards include a 40-acre minimum tract, individual mobile home lots of at least 4,000 square feet, 20-foot setbacks from streets/sidewalks and other homes or structures, 50-foot setbacks from accessory or service buildings, and a 180-square-foot patio or outdoor living area. Homeowners should contact Boone County Planning/Zoning and ask whether the property is in a mobile home park district or whether any agricultural temporary-use exception applies.

Does Jackson County, Illinois Allow Luxury Mobile Homes? 

Yes, but again, Jackson County materials show a mobile home park route rather than a blanket right to place a manufactured home anywhere. What Kind of a Foundation Does A Luxury Mobile Home Need? 

That depends on what purpose you are looking to serve. In Illinois, a HUD-code manufactured home is not always required to sit on the same type of permanent foundation as a modular home. The Illinois Department of Public Health explains that modular dwellings must be placed on a permanent perimeter foundation extending below the frost line, but the federal manufactured home code allows manufactured homes to be supported by concrete blocks under the I-beams, with Illinois law requiring manufactured homes to be tied down.

While a permanent foundation might be required by the local zoning codes, a poured-pier foundation is usually the most common, with crawl spaces and basement style foundations also increasingly popular.

IDPH also says it is illegal for a local unit of government to require additional construction requirements for the HUD-code home itself. However, it also states that local jurisdictions may regulate the location and on-site installation of manufactured homes.

What does all this mean? At a basic level, it means that even the distinct red HUD label is not a free pass for every property. A county may deny placement if the zoning district does not allow manufactured homes or if the home is only allowed in a manufactured home community. IDPH specifically notes that in some areas of Illinois, zoning ordinances have restricted manufactured homes to manufactured home communities. So while technically Illinois can’t deny a HUD certified home because of building codes, they can deny it because of zoning technicalities.
